The Provost recognizes that "How are we planning to come back is on everyone’s mind!"
The Governor has started to open things up a bit but the UA will not be more restrictive than the Governor.
May 4 - special meeting of the Board - they may provide some guidelines but not sure at this point.
Covid-19 teams are working on campus issues to address what an opening might look like in the fall (hybrid)
Some faculty/staff may not feel safe to come back to campus
Looking at three scenarios - fully face to face, remote classes, or a social distancing (hybrid) strategy.
Colleges are looking at courses scheduled for the fall and how they could be taught this fall.
Developing plans to open up research/lab areas.
Want some contingency plans up by June 1
Both the budget and enrollment for fall are in question.

A. Provost, Jim Coleman - The Provost reported on the following:
Thank you to all you are doing during this difficult time.
Room and board for students for the remainder of the semester will be credited to their account.
We will hold tuition flat. This will be a challenge to the 2021 budget as state revenues will be impacted.
All universities will take a hit.
We have received federal stimulus money and this will be utilized to help low income students.
We are in a hiring pause due to the uncertainty of the budget; exceptions have to be critical.

We have the technology and capability to teach our courses at a distance.
Please test the system with your students before next Friday.
Decision to go online has not been made; asking us all to be prepared.
Need to be prepared in case we have to have a complete closure.
60 day restriction on out of state travel; all students abroad are being recalled. This entails some 70 students who will be called home. Will work as a campus to help these study abroad students complete their courses.

Common course numbering with equivalencies happening now across the system. Arkansas Department of Higher Education wants to see a seamless process. We will use the UA system couse numbering as the basis. There are some adjustments of four letter designations. In the early stages of negotiation on some of these codes. Looking to possibly go live in Fall of 2023.

A. Grade Forgiveness
Amendment made to strike number 6 and then say "Grade exclusion for courses in which academic misconduct has been committed is allowable only in accordance with the academic integrity policy." Amendment passed.
Amendment made to strike the last sentence of number 1. "In most cases, this will allow grade exclusion for 2-3 courses. Amendment passed.
Amendment made to change the number of hours from 9 to 12. Amendment failed.
Motion made to table amended policy until the next meeting. Motion failed.
Motion to approve the amended policy passed.
B. Draft-Protection of Human Subjects in Research policy
Motion to table the draft until the March meeting so that a statement may be added to address oral histories and the like. This would be voted on at the next meeting. Motion passed.

a. New section of the Graduate Student Dismissal Policy:
Unethical and Unprofessional Conduct [new section]
Departments/programs may dismiss students for unethical or unprofessional conduct in accordance with the policies of their professional or accreditation agencies. Such policies must have been reviewed and approved by the Graduate Council and the Faculty Senate prior to implementation. Students will be made aware of the existence of these policies when they enter the program and the department will retain a signed statement from the students indicating that they are aware of the policies. Such policies must provide processes that include both initial review of the charges and a process for appeal on the grounds of either substance or procedure. Dismissals as a result of departmental/program conduct codes will not be reviewable except when violations of those processes/policies can be demonstrated. If evidence of university error in the application of these policies can be demonstrated, the Graduate Student Grievance Policy and Processes may be available to the student. Students dismissed in this way from the department/program will not be dismissed by the Graduate School unless there is also evidence of a violation of the Code of Student Life.

Welcome back!
Chancellor is producing 2020 vision paper; he is asking Deans to set up some number of meetings within each college based on faculty numbers. Looking for thoughts on his proposed ideas.
Reading large numbers of external letters and P&T files; packets are excellent; we have amazing faculty! Very proud!
Have started budget process; performance based considerations. Working on a model.
Applications are down in several SEC schools. This year, our applications are up 14%. We also have large increases in our underrepresented minority applications. This is great!
Arkansas Department of Health has the authority to require us all to be immunized, absent from campus, and so on. We have complied well with their directive. 5800 faculty and staff including hourly workers had to show compliance. 1000 were exempt which left about 4800 who had to show compliance. Only 194 were not yet compliant as of January 14. This is remarkable!! Woo Pig! However 1600+ do need the second shot. Of the students, there are 59 students who cannot attend class. There are 16 exemptions. Working to get these accomplished. ADH will be back on January 29th and 30th to offer more shots. Those who are not in compliance will be contacted directly by ADH; students will be contacted by the Pat Walker Health Center. February 10th should be the end of the outbreak.

Welcome to a new semester
Need a discussion of where the UA is going. Campus-wide discussion; what kind of changes do we need to make.
New Hires - Dennis Clark, new Dean of Libraries; Cheryl Murphy, VP of Distance Education and Global Campus; Announcement of further hires in the near future. Dean of Education, Brian Primack; Last Senate meeting with Ro DiBrezzo, much applause for all of her good work!
US News and World Report - We did go up six places--increase in graduation rate; our reputational score reached 3 on a scale of 1-5.
Value of a college degree is better than it has ever been. But sill future things to consider:
- Decline in diversity anticipated - as much as 35% decline projected from 2017-2029. How can we combat this?
- Students are changing - will have more and more first generation students.
- Students with mental health issues.
- What are they majoring in? - Health is booming, humanities and education are not...
- Keeping students in school is huge.
- Grad students ARE increasing - a reason for optimism
One of the ways we can deal with change is to follow the eco-system test as well as we can
- Propel students to successful and meaningful lives
- Do research, scholarship and creation that matters
- Improve the quality of life!
Enrollment - 27,560, down about 200 students. New freshmen, 4,633; Graduate Students, 4,170; Retention, 84.2%
Fifth Year graduation is the highest ever, 66.1%. Graduate students are up 4%

a. Provost's Report
- 1405.11-13 - Integrated - General Consul is looking at these. Hope to approve these soon. Hope to have this approved within the next couple of weeks.
- Going to push the hiring plans for replacement positions. Will get these by the end of this month and will have them back to the Colleges by July 1.
- Putting together the budget; first priority - raises, and won't require Deans to put into this. Seem to be keeping pace on average with peers.
- Looking to help some units hire folks into signature areas. No plan yet in place but hope to create a working committee to see how this process might work.
- Current pre-enrollment--we seem to be up 600 students to date. Hoping this is a sign of retention. Not yet sure...
- Provost and Chancellor appreciate the work that all of the faculty carry out semester after semester. Thank you!!
