V. Reports

A.  Terry Martin, Provost

• The Provost met with the Arkansas Division of Higher Education.
• The Arkansas Department of Education is pushing for more associate degrees awarded to high school students to allow students to have 30 credits by the time they graduate from high school.
• The State is pushing for workforce development. We do a lot of workforce development like seminars. We are going to put some of this into Workday as non-credit. The workforce development may make it into the funding formula.
• The Associate Science in Business is outdated and is difficult to transfer.
• The State minimum core is under review, and they are surveying schools. We are comfortable with what we have in our university.
• Common course numbering system for the UA System. The Arkansas Division of Higher Education is monitoring the course numbering system across the UA System.
• The Higher Learning Commission has approved the offer of a reduced credit hour bachelor’s degree from 90-100 credit hours to be completed in three years. There are some states that are running pilot programs on this type of degree. The goal is shorter time for graduation, and to help students financially. We have one that is currently being proposed at Henderson College, and that degree is in criminal justice and is for 92 hours. There maybe the word “applied” in the degree title. They are considering running a pilot in some of the schools, and we want to be part of those discussions.
• The Provost search website is up, and the Chancellor appointed a search committee. The committee hasn’t met yet.
• Senators asked about issues related to teh compensation study. The Provost shared that there were some issues in the classification codes, and we expect to see more issues in the future. 

B.  Update on Enrollment , Suzanne McCray

• Suzanne presented the attached PowerPoint presentation. The UA goal is to increase student’ diversity, increase Arkansas students, and to increase the students’ profile. We anticipate a decline in Arkansas students in 2026-2028.
• There was a steady increase in the number of students. Our goal is to get to a GPA average of 3.4, so we can reach an 80% graduation rate. This year and the year before, we had the largest number of students from Arkansas. We teach more Arkansan students on campus than any other Arkansas higher education institution. We have more women enrolled than men. We are growing in diversity; 23% of our population is from diverse communities. We are up in Black and Latino applications for the upcoming year. We are feeling great about diversity. We have three application-fee free dates in October.
• We are looking at a cliff ahead, and it is real in Arkansas. The going-to-college rates have declined in Arkansas by 10% in the past few years. We are going to hire another recruiter in the Houston area because of the large number of students who are interested in applying to the UA. The number of applications for next year is healthy.
• We just joined the Small Town and Rural Program. We are happy to join this program, and we received $200K to recruit from rural areas in Arkansas. We visit almost every high school in Arkansas. We are test-optional, and more students are interested in coming to the UA. We are supporting the College Access Initiative.
• We have scholarships for students graduating from Arkansas community colleges.
• Workday Student is an academic enterprise, and the chair of the team is Dave Dawson. We are working very hard to ensure that Workday student supports faculty needs and as seamless as possible.
• Suzzanne suggested that the Faculty Senate invites Dave Dawson to discuss Workday Students.
• We are up in total Federal Financial Aid, $310,117,031.
• The total scholarship funding is dispersed centrally by the scholarship office is $49,399,103, and this number does not include the funds dispersed by colleges.

• I3R is delayed. We will open three buildings in January. Delivery of items has resulted in delays.
• Holiday party: Tuesday, Dec 10^th in the SEC Club from 5:30-7:30. Invitations are coming soon.
• We have an inclement weather policy that addresses weather issues. With tornadoes or other emergencies, go to safety.uark.edu. Students should not drive if they are not safe. Students are encouraged to go to safe places if there is an emergency. Students can be dismissed to safe places if there are windows in the classroom.
• Senators pointed out that emergency exits are blocked by scooters. Jim Gigantino suggested reporting this issue to OEOC or report.uark.edu.
• The Provost’s position interviews are scheduled for Jan or Feb.
• The BOT has been meeting to discuss the President’s candidates.

VI.  New Business

A. BOT 810.1,  Samantha Robinson and  Jim Gigantino.

• We are in the process of reviewing this BOT policy. Back in May, the BOT updated their policy 100.4, which is a detailed look at how the campus operates. We are concerned about the requirement for a shared governance system. There was a draft that was shared with all campuses in spring 2024. All system schools were tasked to change governance policies to align with the BOT policy. Some schools didn’t have governance policies. Our policy was last updated in 1996. Vice Provost’s Gigantino’s job is to work with the General Counsel to provide the Faculty Senate leadership with the current document and to revise the policy to align with the BOT policy.
• The chair of the campus faculty is chair-elect for the faculty senate. The outgoing Faculty Senate chair will be an upcoming Faculty Senate committee officer.
• We will only work on the faculty part, not the staff part. The ones who worked on the faculty part were John C. Pijanowski, Kevin Brady, and Samantha Robinson. The Faculty Senate Chair cannot serve in two consecutive terms. The Chair of the Faculty Senate will carry a heavier workload.
• This is the first reading, and we can bring more questions.
• Senators agreed to ask more questions during the next meeting.
• The third year for the Faculty Senate passed chair is advisory. Passed chairs are on the Executive Committee as outgoing chairs.
• In the first year, the Faculty Chair’s job should be light to learn the process, and the second year as the heavy year, which is the Faculty Senate Chair.
• We will add the new faculty titles like clinical, teaching, research…etc.

Recommendation to add the GSIE Associate Dean as a non-voting member, thereby allowing an opportunity to address issues concerning international undergraduates, study abroad, and students studying at the Rome Center. A.  Terry Martin, Provost

• Reminder: Faculty holiday party on Dec 10 at the SEC Club at 5:30.
• We’re making a few minor changes to the inclement weather policy. We will start calling it Inclement Weather Operations instead of closure. Emergency personnel are here and working.
• Mullins Library, I³R, and the fine arts building will be open in the spring when we return from the holidays.
• Fall 2025 enrollment is on target with 6800 + or - 100. We’re up slightly in applications and up slightly for Arkansans. We will move to Workday students, and no significant glitches.
• The new system president will start on Jan 15^th, and we will invite him to share his vision with our faculty and staff.
• The Provost offered his appreciation to all faculty for another great semester.

B. Samantha Robinson, Faculty Senate Chair

• The library renovation update will be in January.
• Very few faculty members have requested SafeAssign this semester. SafeAssign will discontinue next semester.
• Senators asked to create a version of Turnitin for faculty to use to check their scholarly work.
• ABT committee is working on the policy. There is a subgroup of the ABT committee to help. They will meet in early February. Most likely, we won’t have our first reading until March.
• The document will be a very long document. We hope not to see inconsistencies.
• The Provost said that the Faculty Senate is a recommending body.
• Holiday party will be on Dec 10^th @ 5:30 pm in the SEC Club.
• Keving Brady will be the Bearer of Maze.
• Samantha Robinson thanked Kevin Brady for helping during her absence.

V.  Old Business

A. BOT 810.1,  Samantha Robinson and  Jim Gigantino.

• The BOT will overview and approve this policy. There will be a new number. We will vote only on the Faculty portion of the policy. We had our first read last month.
• There is a motion by Curt Rom to form a committee, and the committee is tasked to review the document and report back to the Faculty Senate ASAP. The motion is to transfer articles 1, 2, & 3 to a committee for discussion. There was a second for the motion. Senators voted:16 yes out of 38. The motion didn’t pass.
• There was a suggestion to highlight parts we’re not allowed to change within the Faculty Senate.
• There was a question about who could vote on the APT committee. Some senators asked for a NTT representation on the APT committee.
• There is a motion by Chris Goering to strike “tenured” from the statement “it shall consist of tenured promoted members of the faculty” on # 2 of the policy. There was a second, and the motion was opened for discussion.
• Motion to stop the discussion, and assign it to a committee to review and ask them to provide feedback at their earliest convenience. There was a second, and all senators approved the motion.

IV. Reports

A.  Terry Martin, Provost. The Provost's report delivered by Jim Gigantino, Senior Vice Provost:

• Provost search : there are 4 candidates who will come between Jan 22 and Feb 07^th. Please watch Arkansas News for more info, and there will be a public forum at the Faulkner Center. Everyone is encouraged to attend and provide feedback.
• Construction update:
  • Mullins Library was supposed to finish in December, but it will take two more months. We hope it will open in mid to late March.
  • Fine Art is partially complete. We used some of the classes this semester, but there is still some ongoing work. The concert hall work is still ongoing. I³R is almost complete and they started to move in.
• We are prepared to launch the COACH survey, which we launch every 3 years. It is a survey out of Harvard School of Education, and it is about faculty opinion and faculty life on campus. You will see news and information shared, and we encourage faculty to take the survey. Full-time faculty members who have three or more years of experience will receive the surveys. The survey will close in April. Last time, faculty responded at 3% higher than partnering institutions.
• The space study is ongoing, and we will hopefully receive the final report and feedback. Preliminary data shows that we have enough seats for our students, but they are not necessarily the right size, so we will look at class size. Utilization of classrooms is based on class size, so we need to tweak classes to fit in certain rooms. Research space: the study will prompt discussions about utilizing research space and how to better utilize research space.
• FY26 budget: The process has begun, and we have started budget hearings with colleges and units. One of the biggest items is the second year of the faculty, staff, and GA comp study. The goal is to get faculty salaries close to the mid-point of the salary range and be more competitive. On the GA side, we are increasing the minimum stipend 10% this year and 10% next year. We are anticipating some mix of raises for high-achieving faculty. The budget approval by the BOT should be in May 2025.
• Some of you may have seen the comments by the Governor yesterday. We work closely with the system government relations office and other government relations offices with other state institutions, and our government relations office is doing a good job. We know there will be a higher education bill, and we don’t know what’s in it, and until we see what’s in the bill, we can’t make any comments. Once we see the bill, we will see how that bill will impact our campus, and we will work with our government relations and other campuses to comment on the bill.
• We received a request from the legislator’s office about specific course syllabi. We don’t know who requested those syllabi, but we have responded to those requests.

        B. Samantha Robinson, Faculty Senate Chair

• The Provost candidates will be here next week. Samantha and Kevin Brady will meet with the candidates.
• There will be a Newswire tomorrow about updated policies and procedures.
• In our Dec meeting, we established an ad hoc meeting, and we received many volunteers. Stephen Caldwell and Chris Goering co-chair the committee. Following our December meeting, Samantha Robinson met with Don Johnson, APT committee chair, to add two ex-officio non-tenure track committee members to review the document.

  - OSA 23-24 Annual Report

• Please check the PowerPoint for details. Highlights:
• The COVID year data was not a great representation of data.
• Our office heard 2140 cases last year.
• All University Conduct Board hears all appeal cases.
• Most of our reports come from housing staff members, and the rest come from UAPD or the Fayetteville Police Department.
• The majority of our violations come from parking lots or Greek houses.
• The most frequent violations are alcohol and fake IDs.

   

  D. Chris Bryson, Academic Integrity & Student Conduct update 

  - AI Faculty Senate Report - 2023-2024

• Please check the attached report.
• Over 5 years, we received roughly 3000 cases. In 68% of the cases, students accept the responsibility, and the office recommends sanctions consistent with the violation type. 9% go to AUAIB, and 23% receive AIM dismissal.
• 1000 or 2000 level courses is where most violations occur, and the number of violations decreases in upper-class levels.
• Most cases are plagiarism. Attendance and falsification are the second type of violations. The third violation is using unauthorized resources.

- UARK Sanction Rubric - Suggested Edit Fall 2024

• Revision request to the sanction rubric. This request went through several faculty groups to get to this point.
• A level 0 violation results in a warning and no grade sanction.
• We will vote on this next month.
