- Before the pandemic, ARSC requirement that we had to require a DEI statement from applicants. Now there is an academic excellence statement.
B. John C. Pijanowski, Faculty Senate Chair
- He thinks we have some of the strongest/best structured campus governance
- A lot of it has to do with the people behind it, we are civil and productive
- Lots of work is coming from behind the scenes
- Lots of work from provosts office- Jim Gigantino and Terry Martin
- Work on the faculty handbook
- Thanks to Stephen Caldwell for the smooth handoff
- Samantha Robinson has worked hard to become campus faculty chair
- Important that all of us are faculty, both administrators and faculty in non-admin roles
C. Susanne McCray, Enrollment Report
- Total enrollment: 32140 students, 3.9 increase over 2022
- Slow and steady growth up, after 2021
- Grad enrollment- 4 students difference (4 fewer than last year – 4273 this year)
- Undergrad 2023 enrollment 27471
- Freshman this year 6344 enrolled
- Last year, we waitlisted extensively bc we wanted to avoid 7500 in one class
- Last year 7096
- This year, we tried to keep it lower, but we ended up with lower enrollment than anticipated
- Aggressive waitlist affected roommates who wanted to attend together, triplets who wanted to attend together, waitlisted procrastinators so they didn’t end up coming,
- Second largest class in our history, but an appropriate size
- Incoming class- 3.79 GPA for incoming freshmen. GPA of the incoming class has been going up. In 2012 It was a 3.6 and we’re steadily increasing.
- Arkansas freshman enrollment: 5.3% increase in Arkansas new freshmen. Total of 2981.
- Gender- still an imbalance. We’re not allowed to look at it. We can for recruitment
- We are trying to recruit male students and outreach as we have more women than men. Female students have higher retention rates in college so that helps us.
- Diversity enrollment: 23% last year, 22.7% diversity this year in fall 2023 overall
enrollment. We think it was out of state- waitlisting, especially from Texas in terms
of Latinx groups.
- Trying to encourage diverse folks to apply early bc waitlisting happens later
- Diversity enrollment is increasing year by year
- Fall 2024: Already have 10,000+ applications. We think this is happening early this year bc of more aggressive waitlisting last year
Questions for Suzanne from Senators
- Question from Bumpers: waitlisting may affect out-of-state students, and that affects
smaller colleges that may need to recruit out-of-state students to keep their programs
afloat
- Suzanne says we can change GPA requirements for undersubscribed majors, etc.
- Question: Has there been a calculation of how many students can this campus handle?
- Provost Martin answers this: Years ago, we said 30,000, but we haven’t hit that because of the online students
- Our current 32000 enrollment includes 4000 online students, so we haven’t hit it yet.
- Provost said we’re starting with an outside consultant about space utilization survey/assessment

- Dean searches: Bumpers College interviewed; following two weeks, we will announce the selection.
- Law school: We will announce the candidates next Wed. We have four candidates.
- Walton College, in late January. Fulbright COllege is in February.
- Federal government shutdown: we were prepared and will be prepared in case of a shutdown.
- The Chancellor delivered a good State of the University address today.
- Questions:
- A question about not including diversity statements in hiring announcements. Provost Martin: You can ask for a diversity statement if it is related to the advertised job. Some questions can be asked face to face.
- Are hiring committee paperwork subject to FOIA? The Provost’s answer: likely YES. Also, you can’t make ethnicity, gender…etc part of your hiring decision.
B. John C. Pijanowski, Faculty Senate Chair
- Dr. Pijanowski thanked the Provost and the Chancellor for helping with the Faculty ombuds office. This is very important to all faculty.
- Faculty finished their conflict of interest on WD on time without issues.
- The 2023-2024 Faculty Handbook has been published. Thank you to Dr. Jim Gigantino’s office for helping clean up the Faculty Handbook.
- Today is the Faculty Promotion celebration.

- Dr. Gigantino briefed the faculty on the policy.
- This regulation ensured that online courses were eligible for federal funding.
- The first policy aligns our university definition of credit hour with the federal definition of the credit hour. The policy is to align with the newly revised policy.
- The second policy is a requirement by the Department of Education: how the faculty engage in online educucation.
- If we don’t have those two policies, our students can not get federal loans or federal
aid.
- The floor is open for discussion:
- Policy 1200.40: No discussion. Move to vote. All in favor: All. Academic policy Academic Policy 1200.40 is approved unanimously.
- Academic Policy 1200.50, the floor is open for discussion; a question is in regards to how the Provost’s office will assess the faculty's online teaching. Answer: We will create an FAQ living document to add questions and answers. The Provost’s office will help with this effort. Faculty should ask their constituents what kind of questions they have. We will start with faculty questions. No more questions. Move to a vote on Academic Policy 1200.50 is approved unanimously.

A. Terry Martin, Provost. Jim Gigantino provided teh Provost's report
- Deans search update: Jeff Edwards has been named the Dean of AFLS starting Jan 01, 2024. Thanking JF for his efforts as interim Deam. Law School candidates have been on campus. A new dean will be announced by the end of November. Late January for candidates for teh Walton College and end of February for Fulbright COllege.
- Preparing for possible shut down on Nov 17 is ongoing.
- Staff classification and compensation study is ongoing since the summer. The new classification is under review. After the review, the classification piece will be complete, and we will start teh compensation piece will be in teh spring. Faculty salaries study will be conducted, and recommendations will be made.
B. Deb Korth, Chair of general education and core curriculum committee
- We have over 50000 pieces of data that were submitted. 92% of our students scored suffecient rate, which is 2, 3, or 4.
- There will be more information. MOre in-depth data will be provided to the Teaching Academy and Fulbright College chairs.
- This fall, every learning outcome will be assessed.

- AI Policy-Proposed changes to Faculty Senate Fall 2023
- The last time this policy updated was before the pandemic. The Board meets twice a year.
- Feedback from the last 4 years was shared with constitunets, the COunsel, and all changes were based on benchmarking data and everything was reviewed multiple times.
- Chris explained the changes in the policy. Changes were marked with red in teh document.

- The new policy is trying to account for AI in our plagiarism policy.
- The library is working on new policy to allow students to cite AI as a source.
B. ESL Committee Membership Change_Dean Ed Bengston
- The GSIE no longer partners with SILC, and that is as a result of their vendor license being terminated in Aug 2023. Because of the departure of SILC, the ESL committee change removed a SILC representative and replace it with WLLC member. The ESL committee voted on this change. We still have two more seats being filled in the ESL committee.

- Law School: Cynthia Nance will serve until June 2026. The Law School Dean search didn’t succeed. We will not have a search next year, but we will resume the search the year after.
- Walton College: The committee meeting will decide on the candidates that will be invited to campus in January.
- Fulbright College: We will invite candidates in February. We will announce the candidates' names on the Monday before they come to campus.
- FY25 budget: We are in the middle of the budget discussions. We will finalize the budget in April or May.
- Staff classification and compensation study: We are finalizing the classification and trying to equalize the classifications across the campus. The compensation will be looked at as part of the budget.
- Faculty compensation study: The Provost will meet with the committee next week, and we will provide more information in January.
- The GSIE is looking at graduate students' compensations, and we will adjust as we move into next year’s budget.
- Workday student: We will deploy WD students next year. We have 200 testers across campus to test the system and provide feedback. Our admission process for next fall will be active. The Uconnect will remain active and have the information from Summer 2025 and back. Dave Dawson is leading the team and doing an outstanding job.
- Blackboard Ultra: We will move entirely in the fall of 2024.
- Commencement on Dec 16. We will be using metal detectors.
- The Provost thanked Senators for the shared governance.

- Inclement weather policy: We have three modes of operation or closures during bad weather. One is a campus closure, which happened today. But we can continue with our delivery of courses, whether it's recorded lectures or any other method. We also have an early closure option when we have inclement weather. If we need to close campus early, and then we also have a delayed opening option. With all of these, you're able to deliver your course content through various means. We have another mode that I don't talk about much. It's probably not listed in our policy. It happens when we have a major power outage, internet outage, or a major catastrophe that happens on our campus, and we just want to close the campus for a period of time, and that's still an option.
- An update also on the staff classification compensation study, faculty compensation study, and graduate student compensation study. All those studies are ongoing. One of the major questions is, how do we pay for all of this? It will cost the campus money to adjust the compensation levels. But we're looking at that as part of our budget. We hope to have a plan to address some of the compensation issues. We won’t be able to meet all the needs, but we're certainly going to start addressing it in and try to create a 2-year plan. The budgeting is still underway.
- Workday student continues to progress and move forward to your schools starting in the next two years. Schools within the U of a system are implementing part of Workday student this year in their admissions. UACONNECT will remain active for a year. In other words, we'll be able to go back and look at historical data.
- Blackboard Ultra: We will switch to Blackboard Ultra this fall of 2024. Some faculty have already switched, but everyone must switch to Blackboard Ultra by Fall 2024.
- Deans searches:
- Arts and Sciences: The candidates will come to campus in February. The search committee is in the process of trying to identify the candidates to bring to campus. We will be announcing the candidates close to the date of when they're coming.
- Another project is the campus Space Utilization project. We have some external help with getting this project off the ground. This project will run for nearly a year, and our goal is to identify the status of utilizing our space, how we're utilizing it. Then, we need a system to use to manage and utilize our space in the best way possible. I need to remind everyone that we are one campus and one university. We are the University of Arkansas. We have over 32,000 students. We have 10 colleges, and we have more than 260 academic programs, and we do work together. B.

- I only have two items to share:
- First: I've been invited to a meeting with other representatives from campuses around the State Little Rock by the system office to have a discussion about two proposed board of trustee policy changes. I'll know more about that after I attend the meeting, and I'll be able to share more of what I learned in our February meeting.
- The second item is our nominations, and the Elections Committee is moving into the nominations phase. Expect some communications from them soon. For various positions, including at large Senate positions, Promotion and Tenure, and other University Committees. If you're interested in doing what I do here as chair of the campus faculty and Senate, and you're not sure what this all looks like, then you should, by all means, feel free to reach out. I'm happy to answer any questions that you have. We have a few former Senators and Senate chairs in the room as well, and I'm sure anybody would be willing to answer any questions.

- We will switch completely to Blackboard ULTRA in fall 2024. The Provost encourages faculty to migrate their courses as soon as possible.
- Dean searches: Fulbright College of Arts and Science: There will be public presentations by the three candidates in the School of Law.
- Campus space utilization project: The project will take one year to account for our spaces, looking at how we are utilizing them, how we can better utilize them, and build a plan moving forward where we can make changes and better utilize our space. You will receive a survey asking you about space utilization in the near future. There is an outside consultant data group woring on this project.
- Workforce development initiative: The UA will provide workforce development opportunties for employees.
- Dependent verification for health insurance: The notification is not a scam, and you must complete the verification requirment. We talked with the system office to see if they can issue an extension to complete teh verification. The Provost will ask HR to look into this issue.
B. John C. Pijanowski, Faculty Senate Chair
- Dr. Pijanowski traveled to Little Rock to discuss policy proposed changes, one related to retrenchment, and the other one related to campus governance. We will share the policies in our upcoming Faculty Senate meeting. There was some language that they changed in the campus governance policy that was trying to make more clear that the Board is the ultimate governing agency when it comes to policy. In other words, when we change an academic policy here, we know that it has to go up to the Board to be changed ultimately be approved. And they're trying to make sure that that very clear. I also met with Terry and Charles and brought up this concern, and they affirmed their desire to keep things going to the way they're going now. They felt we have a really strong shared governance system here.

- Update on the Dean's search: Brian Raines from Baylor University has accepted the position of Fulbright Dean. He’ll start on June 30th, and I look forward to working with him. This is the last Dean search.
- The staff, faculty, and graduate students’ compensation studies are in progress. The classification is still in progress, and different positions are being finalized. We hope to have it ready by July 01, but it may take until August. All increases will depend on the budget. We will know about the budget in May.
- Custodial issue: An outside entity, SSC, was selected, and they have connections to many state agencies. SSC is looking for potential gaps, and issues. They visited with units and the Staff Senate. We haven’t received the results yet. Once we receive the results, we will share them with the campus. We are trying to keep benefits the same for employees as they shift to the new custodial company. We have other examples that we outsourced like Chartwells and the Bookstore. We asked for tuition benefits for custodial staff to remain intact.
- The provost answered faculty questions about the custodial service issue. The Provost assured the Senators that no decision has been made yet and that the University administration will make a decision based on what’s beneficial for the campus.

- Dr. Pijanowski had a discussion with ASG and the Staff Senate about the custodial issue. According to the Provost, when the proposal comes forward, we will have an opportunity to see the proposal before making any decision.
- Governance policy update: We had a very good meeting in Little Rock. All Senate and staff leadership from the entire system were asked to come to Little Rock to discuss old policies that were not discussed for a long time. They are trying to address issues before needing to use those policies in the future. We have an online college that has no full-time faculty, another one has only nine faculty, and there is the UAMS and UAF, and all will live under the same policy. What you see in track changes are the changes from the entire state. The goal is to create a policy that is big enough that everyone can live under. This is not a final document. If we want to provide more feedback, this is the time for that. Once complete, there will be a 30 days window before the policy will be approved by the BOT. The Provost’s office will coordinate all the changes.
- The expectation is to start with the articles we have. The shared governance structure involves all Senators and the administration.
- We need to include specific references to bylaws.
- The policy is not in the employee handbook. UAMS brought similar concerns about the retrenchment policy.
- The discussion concluded. We have an important opportunity to create a policy for all.

- Our target for the incoming freshman class is 6800 students.
- Suzanne McCray’s team is doing an excellent job. The provost appreciates Suzanne and her team.
- We have multiple renovation projects, and the target is to finish some renovations by July 01.
- Gary Gunderman and his team are doing a great job utilizing classrooms. Classroom assignments are based on the number of students, and students learn how to utilize classrooms based on their actual class enrollment. We have several special-purpose rooms that are not used. We will try to utilize those rooms. A space utilization study is ongoing, and it will help us understand our current space utilization.
- Compensation studies continue to move forward. We will have the data available and utilize the data after the BOT approves our budget in May.
- Workday students: pause on non-critical items for one year. We will work on certain items manually, so we don’t have to wait until next year. If items are critical, we will do them this year.

- Scott shared campus capital projects. He shared the main projects and their expected time of completion as shown in his PowerPoint presentation.
- We have a good grasp of classroom space on campus. As we have grown, there has been tremendous pressure on research, teaching, and other space needs. We contracted with the Smith group to study space usage and make recommendations. The Smith Group has been interviewing constituents, and the goal is to create policies for better space utilization. We haven’t added a lot of space, yet we doubled the student population.
- Student affairs are looking at adding 1200-1400 beds on campus. With the growth on campus, we don’t have enough beds. The plan is to add 1200 beds on Maple, and the projected cost is 250 million dollars. We interviewed general contractors, and we will interview design teams tomorrow. We will take everything to the BOT and ask for their approval. The anticipated completion of this project is fall 2027.
- We have two athletic projects for which we are searching for funding sources.
- We are kicking two renovation areas at the Arkansas Union: a student programming space and another space near the multicultural center.

- Terry Martin, Provost
- We are on target for 6,800 new freshmen next academic year.
- Continued Updates from previous meetings: Continue working on different aspects of the budget for year 2025. The campus space utilization project is continuing. Student affairs is reviewing student housing on campus. Parking and Transit is looking at how to add spaces and improve parking. Mullins Library and the Fine Arts Building are scheduled to open in fall. White Engineering Hall is replacing windows for more efficient ones. Yocum and Reid Halls will have new windows this summer. The renovation of the Arkansas Union will start this summer.
- New Board Policies – once they pass our campus will have to update our policies – faculty senate, student government, and staff senate will update policies in the fall.
- An AI – Task force has been formed. The Provost’s office will look into the possibility of faculty development funds paying for ChatGPT 4 for faculty members and will report back. The task force will evaluate different systems as well.
- The Provost thanks all for another good year and looks forward to a lot of exciting things coming to campus this fall.

- The incoming chair of the Campus Faculty for next year will be Kevin Brady (Curriculum and Instruction) and the vice-chair will be Rhett Hutchins (Curriculum and Instruction). Samantha Robinson (Mathematics) will be the chair for Faculty Senate next year. She will assume the role on July 1.
- There will be a special vote of the consent agenda next week. Since there will be a moratorium on most new course changes, there is an attempt to try to get in as many course changes as possible. A few special cases such as those that impact accreditation may go forward next year. Next week faculty senators will get info on Wednesday 5/8/24 and have to vote by Friday 5/10/24 to allow time to process the course changes before the semester ends.
- Pijanowski said: Being chair of the faculty senate has been a great job. He is grateful to serve a second term as the Faculty Senate Chair. He recognized his executive committee and Neil Allison, former Faculty Senate Chair who was a mentor to him, who is retiring this year.
