I. Call to Order: Deborah Thomas, Chair

The Chair called the meeting to order at 3:31.

II. Approval of agenda

The agenda was approved.

III. Approval of minutes from January 18, 2006 meeting.

IV. Reports

A. Provost: Bob Smith – Provost Smith reported on the following:

B.   Faculty Senate Chair- Deborah Thomas reported that she had attended the last Board of Trustees meeting, a series of on-campus “budget hearings,” and the recent Dean’s meeting.  She also noted that Vice Chancellor Pederson will report at the March Senate meeting.

V. Old Business

A. Recommendations for policy changes from the Task Force on Faculty Governance

Based on a motion and second from the Executive Committee, the recommendations from the Task Force on Faculty Governance were presented to the Senate for approval.

1. Faculty Senate Elections Procedures—Recommended changes as outlined on the attached copy of the Rules of Procedure of the Faculty Senate.  Changes are intended to

The motion passed.

2. Faculty Senate Budget and Support

The motion passed.

3. Senator Apportionment

The motion passed.

4. Other Recommendations

Senator Gay moved (and was seconded) to amend the motion by removing the first item (“Senators be elected by the faculty, not appointed by the Dean”).

The amendment passed.

Senator Hanlin moved (and was seconded) to amend the motion by removing the second item (“Each Dean and Vice Chancellor should report annually to the Senate”).

The vote on the amendment was 15-in favor and 15-against.  Senate Chair Thomas cast the tie-breaking vote by voting “in favor” of the amendment.

Chair Thomas called for the question (item #4 with the two amendments).

The amended motion passed.

Chair Thomas then asked the acting secretary to conduct a public role call of the officers and the elected and administrative senators.

B.   Senator King moved (and was seconded) that Senator Freund’s motion be removed from the table.

            The motion passed.

(Preamble)  When a department or program (unit) requires, as part of their program, courses which are offered by another unit, students may sometimes find that they are unable to take those required courses in a timely manner because of matters outside their control. The intent of this motion is to minimize those difficulties by insuring that all involved units know and agree to the requirements. While this motion is specifically addressing adding courses, as a matter of courtesy, it is expected that units planning to delete from their list of requirements a course offered by another unit would notify the affected unit of that planned action.

(Motion)  As part of the process to add or change a program, departments or programs (hereafter units) planning to add to their requirements a course or courses offered by another unit in the university, must provide written confirmation that the affected unit has been consulted and has agreed to the inclusion of their course(s). This confirmation should be provided, by the requesting unit, to the University Course and Programs Committee as part of the initial documentation for the program change or addition.

Senator Williams moved (and was seconded) that the motion (and preamble) be amended as follows:

The amendment passed.

Senator King moved to refer (and was seconded) the amended motion to the University Programs and Course Committee for their review and recommendation.  A written report should be submitted by the Committee to the Senate by the April 19, 2006 regular monthly meeting.

The motion to refer passed by a vote of 21-in favor and 5-against.
